Trump, who promised his deal-making prowess would usher in a new era of good relations with Russia, but has so far been having a tough time even dealing with his own party, just signed a bill that not only sanctions Russia but limits his ability to make deals with foreign powers by requiring congressional review of a president’s decision to lift sanctions.
